There are serious constraints to guaranteeing adequate housing in the Latin America and Caribbean (LAC) region. The housing shortage problem is a result of (i) historically insufficient stock of available houses for the population - i.e. quantitative housing deficit; (ii) new demand (e.g. household formation); and (iii) inadequate condition of existing units, in terms of space, construction materials and access to public services – i.e. qualitative housing deficit.

Climate Action Peer Exchange (CAPE) is a forum for peer learning, knowledge sharing, and mutual advisory support. It brings together ministers and senior technical specialists from finance ministries across the world, as well as World Bank staff and other international experts, to discuss the fiscal challenges involved in implementing the Nationally Determined Contributions (NDCs) established under the 2015 Paris Agreement.

Paraguay operates a fragmented health care system with three major health provider networks namely the Ministry of Health, the Institute for Social Security and thirdly, a range of private sector providers. This fragmentation has led to inefficient resource allocation, duplication in service delivery and inequality in health service utilization and outcomes.

The Government of Paraguay’s (GoP) National Development Plan (NDP) 2014-2030 focuses on eliminating extreme poverty. NDP includes the flagship program Sembrando Oportunidades (Sowing Opportunities) which seeks to increase income and access to social services for families living in situations of vulnerability.

With Paraguay’s Access to Information (ATI) Law recently approved, coordination of its implementation fell under the responsibility of the ATI Directorate of Paraguay. In order to address capacity gaps, this knowledge exchange with agencies from Brazil, Chile and Uruguay enabled the ATI Directorate to learn good practices. As a result, a strategic working plan was developed, and an ATI multi-stakeholder working group was established.

Challenge

Paraguay undertook an exchange program with Chile and Peru to enhance the knowledge and skills of its decision-makers and technical staff to serve as input to develop an efficient state-owned enterprises (SOE) oversight system. Having learned from two of the most advanced oversight units of the SOE sector in Latin America, Paraguay is currently preparing a Corporate Governance Framework to ensure state-owned enterprises deliver services efficiently.
