Haiti’s garment industry, responsible for 88 percent of Haitian exports,1 received a crippling blow from the January 12, 2010 earthquake. The Government of Haiti (GOH) gave a high priority to the sector, which is the country’s largest employer, and wanted to attract investment to revitalize exports and create jobs. Through the World Bank’s ongoing Hemispheric Opportunity through Partnership Encouragement (HOPE) project,2 the GOH approached the Bank to facilitate a knowledge exchange with Brazil and Korea, well known for the competitiveness of their garment sectors.

St. Lucia and many of its Caribbean neighbors face a growing problem with keeping boys out of trouble. From leaving school, turning to crime, and abusing drugs and alcohol, the risky behaviors caused by unemployment and poverty contribute to social tensions and threaten tourist industry growth, which is so vital to Caribbean island economies. Lacking experience with programs to help “at-risk” boys, the Government of St. Lucia (GOS) reached out to the World Bank, which provided a South-South Facility funded grant to support St. Lucia’s participation in two related knowledge exchanges. St.

Poverty and inequality are harsh realities in Bolivia. In spite of targeted social programs, 59 percent of the indigenous and 62 percent of rural populations still live in extreme poverty.1 Looking to improve social programming for these groups, a special unit in Bolivia’s Ministry of Planning—Unidad de Análisis de Políticas Sociales y Económicas (UDAPE)—approached the World Bank for a knowledge exchange.

When Moldova decided to reform the quality of its teaching force as part of measures to address poor student learning results, it wanted to learn from other countries that have successfully dealt with a similar situation. It therefore turned to Chile and Brazil, countries among those that have shown important improvements in international assessments over the last decade.

Challenge

The Governments of El Salvador and Nicaragua faced a mutual challenge on how best to protect recent investments in new and sophisticated medical equipment. On the other hand, Brazil had positive experiences in developing policies and administrative procedures for maintaining and repairing equipment that would increase longevity and efficiency of equipment used in the provision of health services.

What was the objective of the South-South exchange? : The Bolivian Government sought to improve the management and regulation of state-owned enter­prises (SOE), which provide services in key sectors such as energy, transport, and communication. Boliv­ian officials approved in 2013 a Public Corporation Law establishing a legal framework for state-owned enterprises.

To develop a national framework for providing housing and shelter options for the marginalized urban poor, officials from the Philippines engaged in an exchange with Brazil. They learned how to develop subsidy and incentive programs to engage a wide cross-section of public and private stakeholders, developing their own National Informal Settlements Upgrading Strategy.

Challenge

The Government of Pakistan initiated a reform process for the country’s agriculture research system. To support the government reform process, a South-South knowledge exchange program was carried out between the Pakistan Agriculture Research Council (PARC) and Pakistan’s Ministry of National Food Security and Research and the Brazil Enterprise for Agricultural Research (Empresa Brasileira de Pesquisa Agropecuaria - EMBRAPA),  an example of successful adoption of new agricultural technologies with a focus on demand-oriented research.

The Government of the Russian Federation aimed to improve its urban transport systems and thereby enhance the environmental, social, and financial sustainability of its cities. As another large, middle-income country hosting major world events, Brazil has had three decades of progress in the sector. Learning from Brazil’s experience, Russia improved its capacity in urban transport project planning.

Challenge

The Chinese Province of Guangdong wanted to increase its knowledge of conservation agriculture practices that would help achieve sustainable crop production and reduce surface water pollution. During its exchange with Brazil, the Province learned about good conservation agriculture practices and the policies and technical support needed to promote the practice.  This enabled Guandong to refine design and implementation plans for its conservation agriculture activities.

Challenge
