To develop a national framework for providing housing and shelter options for the marginalized urban poor, officials from the Philippines engaged in an exchange with Brazil. They learned how to develop subsidy and incentive programs to engage a wide cross-section of public and private stakeholders, developing their own National Informal Settlements Upgrading Strategy.

Challenge

The Government of Bangladesh recognized a need to ensure secure and affordable housing options for its urban poor at a time of rapid urban expansion. Toward this objective, the Government moved to develop a national framework for providing housing and shelter options for the urban poor and most vulnerable. A knowledge exchange with India and the Philippines shared experiences on new financing methods as well as models for engaging communities in the process of upgrading slums and providing adequate housing options for those living in informal settlements.

Migration carries economic and social importance in the Philippines. Migrant remittances accounted for 10 percent of the GDP in 2010, and the number of Filipinos residing overseas is estimated to be 10 percent of the population. The migration destinations are diverse, ranging from the Middle East to the Americas, as are migrant occupations: workers may be domestic helpers, nurses, construction workers, or managerial workers.
Emigration from Kosovo is among the highest in the world. Many households in the country have a family member living abroad, a situation caused by a poor economy and the armed conflict of the late 1990s.
Weaknesses in public financial management (PFM), such as fragmented public accounts and inadequate capacity in budget monitoring and execution, posed risks to governance and anti-corruption efforts in the Philippines. The Government of the Philippines had worked with the World Bank and other donors – notably AusAID – to strengthen PFM by helping officials develop a PFM reform roadmap.
Effective and transparent dispute resolution systems are prerequisites to the inclusive development of the South Pacific countries of Vanuatu and Solomon Islands. Besides formal courts, these countries support community justice systems, which blend state and non-state processes and integrate customary law and lay persons as decision-makers. However, country officials required assistance on how to best coordinate, monitor, and evaluate these systems, as well as encourage and track women’s participation.
